You can Crack open lockers of almost any type (see hos locker and contraband lockers) provided the tool your using deals enough damage and your on harm intent. Crates however are always unbreakable and you need to find another way to open them

Your two examples of lockers you can crack open are two of the three you cannot crack open by just meleeing, the third being the automatic brig lockers. But yes, you can crack open any on station locker (other than HoS, Contraband and Automatic Brig), sounds like your weapon didn't have enough damage to damage it so it tried to open instead though.
