I've seen RICC play a few times as HoS, they seemed really competent, although I never had much of a chance to spectate them in detail. I think the Mentor to HoS pipeline is pretty reliable, they've already handled being HoS several rounds, I think it's really only a matter of ceremony to hand them the beret full time.
