Do we need a special rule against bombing the diner on RP?

I guessed it's just an abbandoned site like the rest of stuff there. Whats the problem with doing science tests there?

The space diner is well past its prime, but not abandoned. There are multiple NPC humans there, and the place still serves food to visitors. It also has direct shuttle service between it and the station.

As for my actual opinion on the question, I think the current rules cover diner bombing well enough, and that it probably shouldn't be the default test site. The mining and debris field levels have no shortage of actually abandoned wrecks to blow up, why can't we use those?
