I tested it out, you cant get into the post, even with an agent card. >

Anyone can enter with an agent card, be it a spief or the head of security. you might have not used the card on the door as thats what unlocks it. Not the hand scanner.

No, this used to be the case but now the listening post is completely locked until a "Trained Syndie" (traitors, sleepers, nukies, generic agents, nukie gunbots) uses the hand scanner, at which point it is open to everyone.
