Giving Roboticists access to Guardbuddies

I propose a simple idea that would provide more options for roboticists: Giving them superuser access and allowing them to program guardbuddies. As it stands, guardbuddies are only relegated to the research director and generally underutilized in their department as they share the same space as all of the other, more engaging options of science. Roboticists, on the other hand, have a generally small and underutilized array of smaller robots, with most either being purely cosmetic or situational. By moving guardbuddies to robotics, it allows them to have another facet of their duty that fits both thematically and functionally, without detracting anything science. 

The specifics of this change would go as follows:

- Attach a few guardbuddy charging stations/a small guardbuddy depot to robotics.
- Provide a few modules and guardbuddy parts to every robotics workspace
- Give roboticists superuser access and allow them to program guardbuddies.
- Both the RD and roboticists will be able to create, program, and module swap guardbuddies
