allow spy/thiefs to enter listening post

agree with admin you already have a plenty gear from spy bounting+ chance to get syndicate ID which mean you can get in listening post already.

Getting the Agent ID does not grant listening outpost access anymore with the changes that made the access linked to the characters print.

(I think.... Correct me if I'm wrong. The last time I was Spy Thief with an agent card it for sure didn't work for me.)
