You forget that it also moves the bodies to different depsrtments. The chef could always need bodies, and maybe finally the chaplain could do a funeral for once.

The reclaimer means that bodies will always end up in cloning and most other alternatives won't be used.

But i agree that the cheese sorrounding cloning need to be cleaned up.
