Allow Ghost to spawn as robot with SICC

This is already possible in rp (via respawn) and I'm worried it might be used to out antagonists in classic. A no from me.

Ah, makes sense why you would suggest it then. but I still think it will probably be not healthy. that's just speculation though

the point of me is allow them to get in station to maintain pop while not effect much round in more alternative way include robot. but since consider feedback about robot comeback in classic might be bad influence the game. which why i decide to change abit to some of critter bot instead like clean bot fire bot medibot how that sound?
