Make Journalist a Permanent Job

- I think they should come with an on-station office if a permanent job, probably attached to the chapel, somewhere back and dingy like the detective's office, staple jobs having to go offstation to do their job feels weird.

Feels relevant to mention Journalist does have the information office, with a lot of the actually relevant gear for the job available there too! Only issue being that the only maps that have it (as far as I remember) are cog1, oshan, and kondaru
On a secondary note, it'd be cool if there was a way to save persistent newspapers similar to the persistent notice boards for papers as that's one of my personal reasons for preferring normal paper over newspapers when writing the news
