For what it's worth from me, major +1.
Emerald knows how to keep the RP flowing, even when that means taking a few losses. (I remember at some point there was a recurring joke about Kira being cloned at least once per round.) In terms of security gameplay, they've definitely got enough experience from what i've seen. I've personally fallen victim to them prioritizing teaching Secasses over trivial RP fluff on multiple occasions. (Lawyers provide VITAL services!!!!)
Also, this shouldn't go without saying, but they USE THE DAMN RADIO. For a good mixture of in-round stuff WITH RP flavour, no less!
