using a valid ID on one should let you remove the access requirements. i think letting them be reprogrammed with accesslite/pro as a way to let e.g. medical control the one by cloning, robotics control the one giving borgs charge, is a good idea. lets them be more "engineering gifts to department" rather than "engineering device in department"
