The threat of being (nearly)instantly disassembled acts as a very strong deterrent and would probably be enough of a threat on its own to prevent borgs from trying to be the hero when times get tough.
Removing the brain doesn't dissasemble the borg either, emag(with it opening chest)>screwdriver>wrench>remove head will however.
