[MERGED PR] New map: Neon Deepwater Research Facility - Removes Atlas from rotation

Some feedback I have with Neon, having played a round or two every day for a bit now on RP.
  • I'm noticing a rising trend where if command members are Broken the law rack gets rushed and the AI gets rogued. It's really not a very fun outcome to deal with 5 or so Broken and then the entire silicon department bolting doors and destroying stuff too.
  • Hotspot's really are hit or miss and frankly aren't very fun for a tiny map, especially when 5 to 15 minute segments of play time are effectively "no one gets to do anything except try to repair and deal with half the station getting destroyed by the Broken"
  • Miners are very easily able to find grenades and other lethals in the trench and can bring those up to start chucking around during Madness events.
  • I genuinely feel the map has too many events. I was in a round where it went Madness Event -> Arcfiend -> EM storm -> Madness Event -> Syndicate Radio Callout -> EM storm 2, all the while hotspots were spawned in three departments destroying everything and the trench was filled with every lethal creature cluttered around the mining elevator.
  • Genetics getting double the chances to be destroyed is funny because ha ha smelly nerds who tap screen for 90 minutes, but the potential for them to lose all their work that they spent real time trying to do does suck. No other department is so reliant on time like Genetics is, and it is my understanding that if the consoles are destroyed then all the research material and data goes with it.
  • I know that its very intentional design for no one to be able to tell if someone is Broken. It might be a bit too gamey if they had a glowing aura and if you shot them with Halo enough the aura goes away eventually. With that said I don't know of any way to tell who was picked to be Broken end of round. If someone wanted to they could self-antag during the event and just pretend to be broken and destroy genetics with the rest of the broken, and no one would know aside from Admins. 

On brighter sides, the event has shown some more practical applications of Armory gear. NARCS, Anti-Riot Grenades, Stun Mines are all showing promising usage potential, though with Neon being a low-population map and being opt-in, it is very possible for several members of security and command to be Broken, crack the armory, and use it against the crew.
