It looks to me like some rapid disaster occurred of which the exact details are a mystery to me at least from my reading comprehension though there are little hints. There's some mystery details: seeing skeletonized people in such a short time definitely raises questions among others I'd always love to see expanded on.
For a snapshot story for character lore I think it's really interesting and has plenty of plot hooks to expand for Raoul as a character: What happened to any other survivors. What's the place like now, what actually happened etc, the final figure at the end.
The main purpose for such vaguness is to inspire interaction with the character to learn in character what may not have been touched on. This is effectively a mix of his recollection, and akin to an observer. Hence knowing the times, where as he doesn't know them entirely himself. There is still more to come at least.
