Heads could still broadcast out to everyone for communications, Station bound radios and Intercoms would all still be able to broadcast to everyone, so the general public could still message the station as a whole if you were near one.
Some effects I think this would have
1. Make anatags more powerful: Less ability to communicate to a larger groupĀ of an immediate danger. Information would have to trickle up before the whole station could be alerted.
2. Control information flow. Heads become important in controlling messaging, alerting rest of station to situations in their departments. Staff assistants also become important, forming the largest information pool with the widest reach.
honestly i kinda wanna see how this would go, it sounds very fun not having to worry about general comms instantly alerting everyone of everything
PDAs are slower, slightly more inconvenient methods of global reach, but having the radio host also be (besides the heads) the only one to be able to broadcast to 145.9 sounds fun, make it the crew's way of spreading info or tidbits about what's going on, adds a lot of potential interaction as any crewmember that wants to tell everyone how a department's doing, their status or any incident now has to relay it to the radio host or their respective head
