Heads could still broadcast out to everyone for communications, Station bound radios and Intercoms would all still be able to broadcast to everyone, so the general public could still message the station as a whole if you were near one.
Some effects I think this would have
1. Make anatags more powerful: Less ability to communicate to a larger group of an immediate danger. Information would have to trickle up before the whole station could be alerted.
2. Control information flow. Heads become important in controlling messaging, alerting rest of station to situations in their departments. Staff assistants also become important, forming the largest information pool with the widest reach.
Why do I think I like this idea...
I like the thought that because crewmates couldn't talk to eachother large scale anymore, other devices would be used more common, like pda group messaging (although party line would be a new general radio). intercoms would likely see more use.
I also think that while it would be blocked to speech, all crewmembers would still be able to listen to it. giving more power to the radio host (for better or worse) as they can relay diffrent talks over the channels to the general public.
All that aside it can still be considered a "bad" idea ad it might start some fighting over weather the change was good or bad for the community, because so many people are used to a public radio channel
