Side jobs: a good way to make money on the side

If most or all departments had a way of doing a side job requisition that meant they would have to interact with other departments then go to cargo to sell their requisition would be a nice way of getting departments to interact with each other and rewarding with credits. The question is how well it would be received, would it actually generate RP or would it just act as a nuisance like the hygiene motive?
