While it does make sense I'm pretty much in agreement with Earthfire on this one, though I think it would be good to hear from some regular bartender/chef players to see what they reckon, and I admit I'm pretty firmly in the camp of making sure departments have control of their space wherever reasonable or possible.
There's in game methods to help do what you're looking for if you want it too: The HoP can issue dual permission IDs for a Cheftender doing double duty or a kitchen/bar cooperating. The AI or a borg can lock down intrusive doors or dispense from a vending machine if it's something needed quickly.
I do fundamentally agree that if the chef and bartender want to work together they should absolutely be able to do that, but as best I can tell there's nothing really stopping that happening now and doing something like this I fear would just encourage them -not- cooperating and stepping on each other's feet.
Then again, ranchers and botany get on just fine as best I can tell and some maps they're sharing the space anyway. So yeah, I'm stuck waiting to see what others say while saying I've got reservations.
