I would love something like this, as a bit of a discount flamethrower type item. I think it could probably be safe at 4 or even 3 TC, on par with stuff like the Syndicate Syringe Gun, Blowgun, or .22 Silenced Pistol, but 5TC wouldn't be a bad price either, since that'd put it on par with the Clown Car, Overcharged Vacuum, and Chameleon Projector. 

I think it would be nice if it had some sort of small visual difference, at least upon examination, but otherwise it sounds like it'd be fun to play with.
