Insted of an implant. Have it be an device.
Insted of to cloning bay. Have it be somewhere random in space.
Insted of medbay or such doing it, have an antag have this.

Also one time use and such. The perfect crime (if the AI doesn't notice it)

This makes my habitual need to create messy evidence easier too, the idea of setting the implant to the front desk of security and stapling a note to the body does appeal.
