How about this, then: Give prisoners a special action they can take, (like on the spell tab so Security can't just bust in and take something away from them to ruin their round. ) which allows them to control a special Syndicate Infiltrator Android. The Android is exactly like a regular human being, except for a few key differences.

This would actually be awesome for some kind of terminator round. Have two spawn, one with a goal to protect someone, one with a goal to kill them. No way to tell which is which.
Sorry for offtopic. But infiltrator robots would be kickass.
