Might be wrong, but I think you can do this already? Ice doesn't react with flourosurfectant, right? So you can freeze water, add it to a foam mix, and then heat the beaker to melt the ice and activate the foam?
Also, I haven't played a lot of chemistry because various bullshit things over the last few months means I've only been able to play maybe two dozen rounds in the last 15 weeks, but I was basing the azide bomb thing off what I thought was confirmation from cogwerks that using water/urine to degrade into ammonia and complete the reaction would work.
