I think it should be in the Debris Field as a sorta gimmicky things.
1: Makes sense lore-wise since Discount Dan would definitely get rid of their competitors vending machines.
2: It would entirely justify having all sorts of wacky chems in it.
3: It couldn't take away from the kitchen unless someone were to go out of their way to make it available to the crew.

Also this seems pretty easy to code to me, so you should trying coding it for yourself. (This advice is coming from someone who has never coded for SS13 before.)

I also think it'd be cool to have a rival / off-shoot product series of "Discount Dan, but good and pricy" would be nice as a prefab in space. Basically just take all the dishes from Discount Dan, maybe a new packaging, and just toss them full of chems like mild healing chems and MSG, and then jack up the price.
