Gas Mask QoL reduction

Also gas masks are as big a buff for non antags as the are antags. The big scary hell smoke isnt very threatening wheh the thing you pick up off the floor blocks it.

I fully agree there. I said that a stamina or stamina regen debuff is mostly irrelevant to non-antags.

In general, i would like to see giving gas masks a hard hit. But i would tend to try to use one which makes it less good for non-antags, because current gas mask availability leaves non-skinpen poisons in an odd place. And i feel like cutting down on their availability would solve that well enough.
