One thing Gang might be lacking in relation to the Mafia is the concept of having to "kick up" and pay money towards the upper levels.
Gangs can redeem cash and drugs and what not for points, but what if there were consequences for not doing that? Or at the very least, maybe the Gang leader can see how much each lower Gang member has contributed, so they know who is a good earner and who is dead weight.
