Rupert is a capable officer that I've both worked alongside and presided over a few times. They're capable and communicative, however if there's one thing I'd like to see more of it's teaching new recruits and taking charge. These things, naturally, aren't easy to get experience in, because you won't always have the chance to do so in every round, but I certainly wouldn't mind if Rupert receives the beret based on what I've seen otherwise.
