Jack has been one of the most consistent officers I've had in my games, and I've spoken about this at length before, but reluctantly I have to say that I also don't think they're quite ready for the beret. Much like most people here, I see glimpses of a competent officer that could handle a large threat and navigate the game with ease, but it's overshadowed by a propensity to point out boredom or engage in activities with varying degrees of helpfulness to the situation. Genuinely, I can see Jack be a good HoS a few months, maybe even a year down the line, but as it stands I just think they're still not ready for it.
As Jan has mentioned too, I would consider maybe rewriting your application the next time you post to properly reflect the person you've become, because it is true that you've changed and grown as a person and officer, and you should make it more apparent.
Genuinely, the biggest advice I can give you is to play a new character. When I was playing a goofy officer such as Amy, I don't think I was portraying myself as a manner befitting a HoS all the time either. It wasn't until I came up with a more responsible, calm and collected character to roleplay as where being sensible came with the territory that I managed to fix some of my own issues I've had when I first played Security (indecisiveness, too easy on antags, etc.)
If you struggle with overconfidence, perhaps consider playing someone more grounded, maybe even hop into a few games as a Security Assistant to teach yourself humility, see what you can do as a team from a position where you don't have the tools to be overconfident or zealous.
