Fines should send PDA alerts and a current balance update. At the moment there is no notification.
"You have been fined y credits. Your current balance is now x credits."
It would be a lot more satisfying if people actually saw their bank balance go down.
(Even though people don't care about their money it's still a life saver for using the paid medivendors and o2 refills).

Also writing up a fine to be approved could send an alert to the authorizers (Cap, HoS, HoP? + who I missed)
