[CLOSED PR] Sets cloning with records to FALSE

I think the discussion and thinking about it has largely left me convinced that, between the proposed changes and the current state of cloning (without any of these PRs), I would much rather have cloning as it is currently. There are too many really bad side effects from the changes.
