No it's a bandit, from S.T.A.L.K.E.R - wearing a face mask w/ attached hood, and a turtleneck. It is drawn a bit silly, though.

Often when you're in a fire fight, they'll exclaim "Cheeki breeki iv damke!" which means something like "I've got the upper hand!" and your name is similar to the first part of that phrase, hence your avatar.
