Maintance Shaft access inconstiencies

If anything I wish maintenance access was rarer. Make it a bit more special as a hidden area, especially as a place for antags to do their evil with less chance to be interrupted. Engineers and maybe security make sense, but I think it would be better if by and large other jobs would need to hack or follow folks into maint to get there.
