I don't see why the belt-slot oxygen tanks wouldn't work from inside a belt. Sure, it might make the backpack-slot tanks less useful for when someone wants high oxygen capacity, because you can just bandolier 1-7 medium tanks and still have your backpack.
Then again, big oxygen tanks are barely used as it is. And the people who need them most (Miners) also tend to just make jetpacks instead. Personally I'd be more interested in medium-sized tanks regaining at least a bit of their usefulness, as right now noone would use them because inventory space is at a premium and I'd rather lug around 2-3 pocket tanks than anything else. Belts/fanny packs are just too precious to forgo them for more oxygen. (Especially since having a belt with 2-3 small tanks is just as good)
But on the other hand, topping off a pocket tank still gives you about 12 minutes of air. It's pretty generous and avoids tedium.
