I'm also for the simpler version. As long as there is no direct contradiction, subsquent laws should be able to alter the interpretation of previous laws. In case of conflict, the order matter more than wording of laws.

But after thinking about it, I can see the benefit of the absolute order of laws. It would mean attempt at roguing the AI would involve a lot of re-ordering of the law rack. I don't know how practical this is currently.
