have a chance for security officers+assistants to spawn in checkpoints & brig

I personally think this idea is worse than all of sec spawning together in sec since it both means that you don't get a full picture of who you're 'teamed' with (you can even say things to them all while you're briefly all in one spot, which can be cool) and also because spawning in the full department relays much more valuable info about the map to you than spawning in a checkpoint (it's like, vital that you know where sec is but only mildly helpful to know where checkpoints are)
