Without that, I suspect people are just going to try and find other ways around the specific wording. "Laws 1 and 2 are null and void" or similar.

More like: A lower ranked law contradicting a higher ranked law is to be ignored.
Since I believed the idea is to replace the weird legalese retroactive law wording with simple order of laws. So higher laws can cause lower laws to be ignored but not vice versa.
