Redefine the antag/sec ratio

Gonna be honest, I see security get wiped a fair amount.  There has been some power creep with sec equipment, but I can't help but feel that part of this is people who used to walk over security losing and not wanting to switch tactics.

while i do agree that sec should have some kind of ratio, this post is definitely just that for sure
