Increase the time lock for nuclear operatives and and nuclear commanders

The most sensible choice for commander would be the chosen nukie with the most rounds played as nukie.

If thats possible to do that is actually a good idea. Because right now most people just ignore the commander because most people that get commander aren't any better than the rest of the syndies. They just have a fancy name.
