While random naming can be common, it is best to have a name and face people can connect to when making apps like this. Otherwise I do not feel confident in vouching your ability to be HoS, as I can't be sure if your actions match with your words. You mention switching up personalities as you play. I can recommend having different characters set up for whichever play style you are feeling for, and listing their names on your app.
You note that you have an issue of knowing when to arrest someone vs. when to let them go. Unless it's blatant murder, assault, or something else concerning, I can recommend starting off with verbal and written (ticket) punishments - and escalating punishments for repeat offences from there. How you do it is up to you, so keep having fun with it.
And while it is good to interact with others and such, I am worried you may neglect things such as sec coms and sec presence, as from your writing you seem to prioritize just interacting with the crew when having a staffed sec team. It's important to strike a good balance. Again, I can't judge this accurately without a name or face.
