While I can't say so much about Hans' conduct or experience as an officer, (I think I've only been on the same security shift as you twice), I can attest to them as a player, and especially antagonist.
On a very recent shift, Hans was an antag bartender, ran a pretty nice gimmick, ran our sec team on a merry chase, and RPed it fantastically the whole way. Since I'm an officer that tries to talk first, Hans could have easily taken me out of the round multiple times, but used it as an opportunity to further the roleplay. It actually took me off guard somewhat, as the more recent antags I'm used to just try to kill me right away. I really like to see this in players, especially antags. It's all about creating and furthering a good story, and in this case, Hans always comes through on it.
If you play security anything like you did that antag round, (meaning same style, furthering the story, etc) then I see no reason not to give you a +1. I'm not sure if I can fully recommend you, strictly due to the fact that I just haven't played enough with you in security, but Hans as a player has my full support, because you're going to get some good some RP with him, no matter what job he's doing. I'll be more than happy to edit this post if I get more experience with you as an officer, but it's still a +1 from me.
