Something like a minor polymorph that changes people to a random mutantrace? Such as changing people from monkeys to squids. 

Just make it so staffless polymorph works this way. Being able to turn people into critters is way too powerful to do without a staff.

That probably would work! And yeah, it is way to powerful in its current state, especially since the only way to revive a critter without borgjng or SR is monkey cloning, and they are really fragile aswell.
