I dunno, i've had some great shifts as a traitor Captain playing bad cop when HoS isn't around. Catch some folks, plant syndicate contraband on them, charge them with some crimes that equals out to corporate treason. Now the officers trust me, so I can send them on a vacation out the airlock. It can be good times and I'd hate to see it go. But Cap also comes with exactly what I abused on what I just said, Security influence.
The HoP has basically the same access, but the idea of the HoP just doesn't have a lick of security influence. In fact, SecHop is loathed nearly every time its seen. Someone who takes the HoP role and abuses it for access and equipment. If the HoP goes and starts to do shit like trying to control security, or grabbing security equipment, people are going to start raising some eyebrows. Most officers might even tell him to fuck off.
Meanwhile, if the Captain goes to cargo as a traitor, buys his own security crate, and dons a security belt and starts making his targets seem like valid syndicate agents, then there is a pretty fair chance someone is going to believe him. Hell, there are plenty of shifts where the only "Sec" is the Captain.
And sadly, when the only security on station is the Captain, and the Captain is a traitor it kinda either dooms the station, or sounds a war horn for valid hunters to step up to the plate.
If the Captain was limited on antagonist roles, I think it would make sense. Honestly, I think Ling should be able to be nearly every role, vampire too really. But I don't think the Captain should ever be a syndicate operative.
