[PR] Changes disabling sting for Changelings on RP Servers

I think something like Myotoxin (IRL rattlesnake venom) would be better, so its not tied to changeling stuff. Plus it sounds close to Neurotoxin, has similar effects to RL Myotoxin, without the muscle necrosis and death (though I'd add it as an OD effect, in case someone synthesizes a ton of it and injects it into someone). For the recipe my suggestion is take capulettium and heat it to 674 K.
