Hey, guess what! Cyborgs have something nifty called "Laws". One of these laws makes them obey the chain of command, of which they are at the veeery bottom due to not being human.
If you see a borg doing something stupid, just command it to stop. If it doesn't, declare it rogue, and administer security/lockdown/street justice as needed. If it does, congratulations, problem solved.
It's really just that simple.
