My recommendation here stems from my trust in Varali as a player. I've already explained my reasoning for recommending her mentor application; feel free to read that for some explanation as to why this trust exists.
Beyond that however, I've seen Varali as a competent and fun addition to any Security team. While I've never played side-by-side with Raven, I frequently play AI and am able to see her consistently communicating and patrolling and issuing tickets, and actually see more deescalation rather than combat, which is a good thing in my opinion. Anyone can pick up a stunlocking weapon and be robust, but few can convince someone to calm down and come peacefully, or resolve a situation with just their words.
They may be no Old Man Jenkins in their robustness, but powergaming one's way to being able to arrest every crimer isn't what makes an HoS fun on RP. After all, which is funnier or at least more interesting? Seeing a vampire made to redecorate the chapel as community service for their parole, or seeing a vampire be brigged for 5 minutes and just let go?
In short, Varali is someone that values the social and communication aspect of SS13 over the mechanical side, and uses this to her advantage to resolve misunderstandings as Security, or tear the station apart with just voice mimicry, which is damn impressive. +1
