Give latejoin sec an antag token if they would have rolled traitor

Sec can be a bit underpopulated at times and there's a disincentive to joining it because "maybe this time you would have gotten late join antag".

Players usually value antag tokens so the chance of receiving one could be a good incentive. The antag token is more valuable than getting a late join traitor but your chances of getting late join aren't great anyway.

Risk is someone wanting an antag token joining and disconnecting/afking if they don't get one but I think the % chance of getting late join is low enough this is a bad strategy? It will also increase the number of antag tokens around.
