I Think giving it to the Med Borg would be a great idea, my only other idea was maybe giving it to the MDir but he already has the surgery bag so I dont think he would use the Surgery omnitool much. If you do give it to the doctors and MDir I would make it have less of a chance to fail or just a similar incentive to use it. (Also make it spawn with them, so people dont rush it every round)
