Yes.
It's being overplayed lately, but it's always been a pretty OP spell for some time. You need to understand that the limb knocking off chance was a pre-stun rework addition where as a wizard you could get downed pretty easy from a taser and knocked unconscious.
Now that all that's changed, but there's still a few vestigial stuff like Rathen's Secret that hasn't carried over.
Why? Where does in the empowered description describe boosting other spells? I got bad news for ya Aft, but that's another one for the chopping block...
