I've experienced this bug repeatedly as well. It doesn't seem limited to solely telescience panels, I've also had it occur with chem dispensers. Seems to be some form of loop involving opening the popup.
-Occasionally worsens if you close the popup, resulting a popup that starts moving around your screen if you get your cursor near it. Worse yet, it keeps taking focus off the main panel, so you can't even move away from the terminal. Requires hard restart.
