This happens to me all the time. The worst is any hacking window, like fabricators and doors. Those constantly will wig out when I pulse a single wire - causing it either to start shuffling its way down and off the screen, or act up exactly like you captured in your first video.
For what it's worth, I've also seem similar behavior with other CHUI stuff like the tool-tips occasionally, but I always assumed it was just my specific installation of Windows 10.
