I feel like the phone system should just be tied to PDA functionality, but with additional phones purchable as "burners" which could also have assembly functions

Also, how about off station satellites to bounce signals off of? Maybe as a method of contacting other Z levels, or as a backup for other coms going down? There could even bw things like message delay as the signal bounces around
